"This project aims to contribute to U.N. “Climate Action” and “Sustainable Development Goals (SDGs)” in building resilience & reducing vulnerability to climate-related disasters, and to the “Sendai Framework for Disaster Risk Reduction (SFDRR)” in that it offers a solution methodology for real-time large scale urban evacuation (RESCUEVAC) management within EU in order to further prevent risk and to ensure safety of populations affected by such disasters. To reach this overall objective, the project leans on three pillars: (1) a realistic definition of evacuation management problem and a valid and strong model that represents it, (2) determining critical parameters and the best set of parameter samples, and a mapping from parameter samples to optimal strategies, and (3) an analytics capability to solve evacuation management problem in real-time at many stages during the evacuation process. The contributions of the project are two-fold. First, the project will fill in a big gap in evacuation management literature by introducing a framework, models and solution methodologies for managing large-scale urban evacuation management. Second, the analytics capability introduced will employ sophisticated learning-based optimization algorithms that will enable solving realistic large-scale instances in real-time."
