This project addresses the urgent challenge of low public participation in urban transformation initiatives, a critical barrier to earthquake resilience in Istanbul. Despite ongoing government incentives, behavioral factors—including risk perception gaps, financial concerns, and cognitive biases such as inaction despite risk awareness, underestimation of risks, optimism bias, low self-efficacy, and loss aversion—hinder engagement, demonstrating that ‘one-size-fits-all’ approaches are ineffective and necessitating tailored, risk informed strategies. The project adopts a behaviorally driven, quantitative approach, employing risk perception and experimental online surveys, alongside scenario development workshops, to identify how different incentive models influence decision-making and foster attitude change. In partnership with İstanbul Metropolitan Municipality (İBB), the project will translate research findings into practical policy recommendations and tailored incentive frameworks that address behavioral barriers and promote public engagement for urban transformation.
