Özet:

In the conservation processes of cultural heritage, mostly the physical aspects of the building such as its material, structural system, condition, and deterioration are taken into consideration. The values of the building that convey the connection and integrity between the past and the future remain in the background. Consequently, cultural heritage places lose their associations and meanings and fail to remind us of the past of the place and the meaning of heritage. In practice, conservation decisions are usually based on expert/architect values. Different stakeholders are usually not involved in the conservation process of cultural heritage or are involved only in a theoretical sense. In fact, just as cultural heritage belongs to all communities, so should all communities have a say about its future since stakeholders can attribute value to heritage in countless ways. Therefore, these values will be different and sometimes contradictory. For this reason, the value assessment phase, which forms the basis for conservation decision-making, and the management process of this phase are very important. While protecting some values, other values should not be neglected. Therefore, this thesis develops a value assessment matrix to carry the meanings and values of heritage sites into the future and to manage the values that stakeholders attribute to heritage sites in a systematic and democratic way. This thesis discusses the identification and assessment of the values attributed by users and expert/architect as a basis for the process of cultural heritage conservation through the case of Hazzopulo Passage, which plays an important role both in the daily life of İstiklâl Avenue and in the collective memory of Istanbul. Accordingly, the historical and cultural context, current context, and social context of Hazzopulo Passage were analyzed through the expert/architect observations and in-depth interviews with the tenants of the passage. Then, the physical aspects that emerged from these three main headings are placed in the extended Heritage Value Matrix created for the thesis and the values of the Hazzopulo Passage are defined. Through this matrix, the physical manifestations of the values of the passage are evaluated in order to reveal the significance of the passage together with the people in it. By understanding, analyzing, and interpreting the values of the Hazzopulo Passage, the value matrix provides a framework as a basis for the conservation process.
