Abstract

The quality and productivity of education is correlated with high teacher competency level and the quality of services and resources provided to teachers. To increase the quality of education and sustain its productivity there is a need for accurate, consistent, reliable and effective teacher assessment and professional development systems. Such systems, which are aligned with national teacher competency frameworks, would enable stakeholders to monitor teacher development, determine the professional needs of teachers and support teachers to conduct self-assessments, plan their career paths and enhance their competency levels. Those systems could also be used for teacher recruitment and retention. This theoretical paper proposes a system level development, that is anticipated to support teachers, schools, Ministry of National Education and teacher training programs.
