South Korea, which has been admired throughout the world due to its economic and technologic power, has a very strict educational and teacher training system. While students in Korea study more than half of the day, teachers are also putting a lot of effort to be recruited as a teacher and then to keep up with the in-service training activities. On the other hand, Turkey has been struggling with training and recruiting well-educated teachers. This paper gives an analysis of teacher education system in South Korea via a review of literature on this subject by elaborating it with the details of the education system and presenting some implications for Turkey so as to provide solutions to the problems related to teacher education and recruitment faced in Turkey. This is a review of literature study which has been conducted with the help of main search engines. The latest and most relevant research has been reviewed with the help of most reeviewed databases. A systematic review was carried out in 4 databases: EBSCOhost, ERIC, Web of Science, Ulakbim. The following search terms were utilized: orean Education system, Teacher Education in Korea, In-service training in Korea and Teacher Education in Turkey. The search was completed on May, 2023. When the review was conducted, the year 2010 was selected as the starting point. The following criteria were used for the selection of the articles: (1) contemporary research articles dating from 2010 to 2023, (2) studies conducted in the context of Turkey and South Korea, sampling Turkish population as well as South Korean population, (3) studies published in English and Turkish, (4) peer-reviewed articles as the source (5) exclusion of conference proceedings or book chapters, thesis, and books (6) studies focusing on teacher education and suggesting implications have been selected. After the implementation of the inclusion and exclusion criteria, 36 studies were found eligible for the review.
Although South Korea and Turkey have several common features in their education system, South Korea is much more developed than Turkey in terms of many aspects such as life expectancy, employment rate, technology, infrastructure, heath services and national income per capita. Together with various aspects of Korean culture, this success can be attributed to high quality of teachers in Korea. Based on this study, it can be concluded that, Korea attracts intelligent minds to become a teacher making the profession attractive for young people with job conditions, prestige and salary. Then these people receive a high quality education in universities whose standards are maintained through the accreditation system. Next, they are required to prepare for challenging exams. These exams have various stages which help the ministry to select only those who are really appropriate for this profession. Finally, teachers are exposed to an intensive in-service training which is its biggest difference in Turkey. Turkey could do much better in teacher training if in-service training program like the one in Korea was integrated into Teacher training system. This could help teachers to reflect on their performance, keep up with the latest research in the field and learn more from their mentors and peers. Last but not least, the performance based system in Korea which entails teachers to collect points from their annual performance evaluation, in-service training activities and working in remote areas might make a considerable difference in Turkey. Such a system could motivate teachers to do more and climb up the career ladders and this could be greatly instrumental for student success. In conclusion, based on the research that is summarized in this study, it is proper to state that state, teachers, students and parents in South Korea spent a substantial amount of time, money and energy to contribute to the learning process of the students and thus built a country almost from scratch. It’s high time that Turkey does the same thing and even more to make the education process more efficient and so to help Turkey become more advanced and prosperous.
