Abstract

The purpose of this study is to bring light to primary enrolment rates and trends of the compulsory-school-age-children and the numbers of out-of-school children; and depending on these evidence to make an assessment about the extent that children enjoy their education right. It is concluded that, so far the goal of universalization of compulsory education has not been attained yet; and the results show that 1 girls have been more ignored. Recommendations have been generated for inclusion of the remaining target group, coinciding roughly 10% (especially children at labour, street children, migrants, handicapped children, deprived children in both rural and urban areas), which is, expected to be more difficult and costly.
